Wauwatosa - The Common Council tonight is expected to vote on a proposal that would allow city supervisors to withhold cost-of-living pay raises from non-union employees whose work is rated as unsatisfactory.
The city already plans, beginning in the fall, to allow supervisors to withhold "step" pay raises – which are given based on how long an employee holds a job – if a non-union employee's performance is unsatisfactory.
The city has 90 non-union employees and 340 full-time-equivalent employees who are represented by unions. Withholding raises from union employees would have to be agreed to in contract bargaining.
