Scofflaw Signage Littering the Roadway

Sullivan, Signage, Medians, Right of Way, Health Care, Transparency

We’ve all seen them, signs stuck in the media, or at an off ramp, asking “Looking for L-O-V-E? Call 1-800-GR8-DATE” or “Home foreclosing? Call our lending specialists at LENDN-4-U.” The business entities that produce these signs litter our roadways and block the line of sight on highways, creating distractions, interfering with the right of way, and causing an eyesore. And as we’ve seen with a number of so-called foreclosure specialists who plaster posters in our neighborhoods, these entities advertised can go from less than legitimate to downright criminal.

Right now, it’s against the law for an individual to place a sign in the right of way, but giving a small ticket to one person who is hanging signs will not solve the problem. In most cases, law enforcement never sees the individual who places the signs. There will still be businesses who produce scofflaw signs to spread their message without regard to public safety and the beauty of our neighborhoods. That’s why I introduced Senate Bill 457, which would create real penalties for business entities that produce these nuisance signs and place them in highway rights of way. 

My bill prohibits, with exceptions, a business entity from placing, or causing to be placed, any sign that advertises or promotes a business within a highway right of way. A business entity that violates this prohibition may be fined up to $50 for each sign.

This legislation only targets illegitimate propaganda machines that litter our streets. Signs advertising a yard sale, garage sale, rummage sale, church or fair event, or any similar event are exempt from this bill. The goal of Senate Bill 457 is to eliminate signs from fly-by-night scam artists, not to stop community members from advertising their yard sales.

The Senate Transportation Committee is expected to recommend passage of this bill tomorrow, which will make it eligible for a Senate floor vote.

Health Care Transparency Update

Another bill of mine passed unanimously in the Assembly Committee on Health and Healthcare Reform this afternoon. The Health Care Transparency Bill (Senate Bill 418/Assembly Bill 614) brings useful price information to the health care market. Under AB 614, health care providers will provide two things to consumers:

  • An estimate of what they will charge for a service, assuming no medical complications
  • A price list for the 25 services their specialty performs most frequently

The top 25 list will be in a format that is easily understood by consumers, not in medical jargon. 

This is also scheduled for a public hearing before the Senate Health Committee tomorrow.

Add me to the list of constituents who believe that our legislators time would be better spent figuring out ways to stop the spending frenzy and raiding of accounts that is bankrupting the state, and to figure out ways to make Wisconsin business-friendly, rather than draft duplicate legislation to stop litter. However, I like the idea of knowing what medical costs are upfront, but I agree the bill is hazy on how that would be accomplished. As far as Rep. Vukmir, you can follow her on Facebook and Twitter.

  6. DUI=(D) Sullivan changed the law so that judges can no longer confiscate vehicles of drunk drivers under any circumstance. Yeah, that's getting tough with repeat drunks, all right!
    CO-SLEEPING: The DA has to start charging these as reckless homocides. Sullivan/Vukmir really have no input here.
    TEEN PREGNANCIES: It's "MAINLY" a black problem and if there's a solution, it's got to be offered by blacks. Any whitey who proposes to do anything about is automatically a racist. Sullivan/Vukmir don't need that.
    WELFARE FRAUD: I don't remember Sullivan doing anything about this, do you?
    Wisconsin Shares: Same thing. I'd like to see more prisons built to house these non-violent felons.
    Illegal carry: Sullivan likes the status quo where thugs can carry guns freely, but not anyone else.
    Unemployment: Here's where we can see if Vukmir really DOES reduce taxes if she beats Sullivan.
    Homelessness: Let's give all of 'em jobs with ACORN as census workers. I don't think either Sullivan or Vukmir will do that.
    Drug Abuse: Your sarcastic Vukmir position has some merit.

    Even Mortified should concede that no politician is perfect as evidenced by her comments above. I find that I am much more 'in sync' with Vukmir's general philosophy in that it's Madison's duty to help the helpless, NOT the clueless. Vukmir & SOM don't agree on everything, just as there are things that Mortified & (D) Sullivan's see differently. Oh wait, they're both Dems, so she might agree with everything (D) Sullivan has done as our Senator.

    Don't take anything for granted when it comes time to vote. Every vote counts. I would urge (R)Vukmir supporters to consider voting more than once since (D)Jim Sullivan's NO vote on amending the Constitution to require voters to show photo-ID prior to voting was clearly against the will of the people. Yup, there's representative government for ya. Not.

    I think it's a dumb idea to build this train for any number of reasons, but that's sort of beside the point I'm about to make. I'd like Senator Sullivan to explore things that he can do to ensure that the Feds will heavily subsidize the LONG-TERM OPERATIONAL COSTS of this proposed line before Wisconsin accepts one dollar of this Fed money to build it. Scott Walker says that he's going to reject the $822 Million unless there is a plan to fund OPERATIONAL COSTS. Why can't Senator Sullivan introduce some sort of similar resolution on the Senate Floor right now to do the same thing? There's no doubt that we NEED the Zoo Interchange to be rebuilt ASAP. The proposed high speed rail link is a WANT, not a NEED. Can't any Democrat see this or does the urge to spend, spend, spend overwhelm every one of them?

    At least when one of us gets hit by this high speed train, we'll know the costs to repair our bodies ahead of time thanks to Senator Sullivan's Health Care Transparency Bill (SB 418). I wonder if 'hit by a high-speed train' will be the 26th most frequently sought after remedy, and not be on the 'top-25 list'. See how this whole thing comes full-circle to controlling health care costs? Oh wait, Santas Elf & I are still waiting for someone to explain the practical logistics on how SB418 bill will change things.
  8. Laurie 53219 posted a list of items that Sen. Sullivan should write about. Others expressed anticipation for Leah Vukmir's blog next year. I'll mind meld and provide you with the potential responses of Leah Vukmir:

    DUI=Very Dangerous but not as dangerous as sex education (be afraid...be very afraid)
    Co-Sleeping Deaths=Sad and tragic but could be avoided by having the parents co-sleep with contraceptives. OH WAIT THAT'S INCORRECT!!! P.S. Ms. Vukmir is endorsed by ProLife Wisconsin which seeks to ban all contraceptives, including barrier methods and endorses the "Parental Rights for Rapists Act"
    Teen Pregnancies=Abstinance Only; Bristol Palin agrees; also see co-sleeping response.
    Welfare Fraud=Essentially stealing from the poor; but issue makes wonderful political fodder so I will continue to exploit the issue while making no concrete effort to address any solutions.
    Wisconsin Shares=Demand an audit after the fact and only after having the scandal splashed over the front pages.
    Illegal Carry=AK-47's necessary fot the eradication of ground squirrels.
    Unemployment=Very bad; how about trickledown tax cuts
    Homelessness=Very icky only if occurs within my neighborhood; the problem arose because of the Obama/Clinton/Carter/Johnson/Kennedy/Roosevelt/Woodrow Wilson/Grover Cleveland Administrations.
    Drug Abuse=Criminalization and Mandatory Imprisonment of abusers and sellers of any addictive and destructive chemical; exception made for alcohol, tobacco, and household products which can be huffed.

  10. That is interesting, but I'm not too sure I'd read too much into it. When Sullivan first started blogging, he had COPIES of his blog available to all of the communities that fell within the 5th District. That is, you could leave a comment on the Brookfield Sullivan blog, and after a few minutes, it would appear on all the other sites (West Allis, Wauwatosa, Elm Grove, etc). If you clicked on his blog at the Brookfield site, it stayed there. It didn't automatically redirect you to the Wauwatosa Sullivan blog.

    My guess is that they had some sort of technical reason why they decided to have one single blog LINKED (not copied) to all the other Now sites.

    There's a fine balance in posting a lot of items on your blog very frequently to stay at the top of the list, or posting one blog to let everybody read it and comment about it. I'm with you on this one. I prefer to leave something up for a while (week?) to let everybody read it and see what everybody else has to say about it. It's rare for people to continue to have an exchange on a blog topic after that blog author published a blog about a different topic.

    You're not the first person to suggest that Lazich's blog is actually ghost-written by Kevin Fischer. I think that's probably true as well. What you and I should REALLY be concerned about is if Sullivan reads/writes this blog or if he has one HIS staffers do it. Nobody knows for sure. Since he started his blog about a year ago, I think he posted feedback comments maybe 5 times if my memory serves me right. I expected better from him, particularly in an election year.
